This building was built in 1905 by Seeberg and Ferrari to initially house the Gobernador Freyre School and since 1910 it has served as the headquarters of the Escuela Normal Nº 2.
The structure is organized around a central axis that crosses the entire block, connecting three main bodies, two of which are arranged around interior courtyards. The various stages of construction are evident both in the variations in height and in the particular solutions applied to the facades.
In the sector facing Cordoba Street, where the oldest body is located, there is a third floor with an attic, and the hierarchy of the main entrance is highlighted by a large arch flanked by giant paired columns.
In 1929, Alfredo Guido (brother of the designer of the National Flag Memorial) created a mural for the Argentine Pavilion at the Ibero-American International Fair in Seville. After the exhibition, the work was returned to its author, who decided to donate it to Normal School n, º 2. The mural, entitled Campo Argentino(Argentine Countryside), covers all the walls of one of the interior halls in the main part of the building.
These facilities, together with the old courthouse, make up a block with unique and singular characteristics within the urban fabric of Rosario.
