Designed by the engineer Alejo Infante in 1911, it was the private residence of the surgeon Bartolome Vasallo.
In 1951, the building was donated to the municipality of Rosario and currently houses the Rosario Municipal Council.
It originally consisted of a first floor and an upper floor. The family home was on the upper floor. The building stands out especially for its double entrance in the curved corner that leads to a covered hall.
The facade is divided into two parts that are joined at the corner and ends in a dome with a projecting lightning rod, whose drum has a balcony-window and circular windows.
