In 1855, the municipality acquired the block located between Córdoba, Santa Fe, Pte. Roca, and Paraguay Streets.
In 1870 a new street was laid out, today called Pasaje Álvarez. This square had several names throughout its history, taking the characteristics of public promenade only in 1898.

Emblematic buildings of the downtown area converge here, such as the new annex of the Stock Exchange, La Continental building and, along Pasaje Alvarez, the original building of the Biblioteca Argentina Library. It is a place for strolling and for tourists and neighbors to rest.
