This mansion was designed in 1890 by the renowned architect Boyd Walker, as the residence of Jose Nicolas Puccio, founder of Alberdi town. Over the years it passed through several owners, until in 1925 it was bought by Alfredo Rouillon who named it Villa Hortensia in honor of his wife, Maria Hortensia Echesortu.
Originally, the villa occupied an entire block surrounded by gardens, a lake, gazebos, and even a birdhouse. Its architecture is distinguished by symmetrical designs, elegant columns, and the use of European materials. Inside, there are still frescoes on the ceilings with floral motifs and figures such as that of Dante Alighieri, reflecting the taste and culture of its former owners. Initially, it had more than a dozen rooms, necessary to accommodate the eleven children of its first inhabitant. Ample views of the river and the natural surroundings could be enjoyed from its tower.
For decades, the house had different uses until in 1989 it was declared a National Historic Monument, and in 1996, the Municipality of Rosario acquired the property to restore it. The following year, it became the first Municipal District Center of the city.
